Project Management Office (PMO) Manager – Critical Infrastructure

Full-Time, Salaried | Reports to the COO | Travel as Needed

Have you led Project Managers, improved how teams deliver complex work, and wanted the opportunity to build a PMO from the ground up?

Our client is a growing infrastructure services organization delivering technical projects across commercial, government, defense, and maritime markets. As its project portfolio grows, the company is looking for a leader to establish a centralized PMO and create a consistent approach to project delivery across its business units.

You’ll lead the Project Managers, set the standards they work from, and give the executive team a clear view of how projects are performing. The scope is company-wide, from how new projects are assigned and planned to how teams forecast costs, flag risks, and close out work.

Why This Role Stands Out

  • Build a centralized PMO and shape how it operates as the company grows
  • Report directly to the COO and work closely with executive leadership
  • Lead and develop Project Managers across multiple business units
  • Influence delivery, project margins, and customer outcomes across the entire portfolio
  • Choose the tools, processes, and reporting that help teams manage complex work and address problems earlier

The Work You’ll Support

The portfolio spans critical infrastructure, network infrastructure, and power projects. You’ll work with Project Managers and teams across Operations, Engineering, Finance, Procurement, and Contracts to align project schedules, field capacity, equipment, subcontractors, and customer commitments.

What You’ll Do

  • Establish project management standards from intake and planning through execution, change management, and closeout
  • Lead, coach, and develop Project Managers, set performance expectations, and help hire and onboard new PMs as the portfolio grows
  • Run regular portfolio reviews and give the COO and executive team visibility into schedules, budgets, margins, staffing needs, and customer commitments
  • Partner with Finance and Project Managers to improve cost tracking, forecast accuracy, and visibility into margin erosion
  • Work with Operations and Field Management to align project schedules with workforce capacity and surface resource conflicts early
  • Set clear expectations for documenting scope changes and evaluating their impact on cost, schedule, and contract commitments
  • Step in when projects face significant delays, cost overruns, or customer escalations, and make sure each issue has a clear owner and recovery plan
  • Select project management tools and define the metrics that will help teams spot recurring issues and improve delivery

What We’re Looking For

  • 7+ years of progressive experience in project management, program management, or project operations
  • At least 3 years leading Project Managers, project teams, or a project management function
  • Experience building, managing, or improving a PMO or comparable project governance structure
  • Experience overseeing multiple concurrent projects with responsibility for schedules, budgets, resources, customer deliverables, and financial performance
  • Strong understanding of forecasting, cost controls, change management, and contract deliverables
  • Experience rolling out project standards, reporting practices, and performance metrics across teams
  • Proficiency with Microsoft Office, project scheduling tools, and project management or ERP systems
  • Bachelor’s degree in a related field or equivalent relevant experience

Especially Interesting Backgrounds

  • PMO leadership in a growing organization with multiple business units
  • Critical infrastructure, data centers, telecommunications, structured cabling, or IT infrastructure
  • Construction, engineering services, or other field-based technical project delivery
  • Experience supporting government, military, defense, or maritime customers
  • PMP certification or experience implementing portfolio reporting and resource planning tools

Location & Travel

Location will be determined based on business needs. Travel is required as needed to support project operations and customer commitments.

If you enjoy developing Project Managers and want the opportunity to build the standards and systems they’ll use across a growing project portfolio, we’d like to hear from you.
